TfL Admits Error in Hogarth Roundabout Collision Data |

Consultation extended after safety risk overstated in original proposal
August 24, 2024 Transport for London (TfL) is to extend the consultation into its proposals to close access to Church Street by Hogarth Roundabout and add an extra lane to the A4 after admitting making a mistake in data it provided to justify the changes. TfL had justified the controversial scheme by saying it was necessary due to the level of collisions taking place at the roundabout, particularly those involving motorcyclists. Figures originally presented with the proposals state that between January 2022 and June 2023 there were 25 slight and five serious motorcyclist collisions at Hogarth Roundabout. It has now confirmed that the actual number was 18 slight and three serious collisions over a longer period beginning in July 2020. Six of these collision involved motorcyclists, one of which is serious. It is believed that the errors came to light following the release of collision data to the public due to Freedom of Information requests and it was spotted that this did not tally with the figures provided by TfL. One request showed that a collision involving a motorcyclist being seriously injured during this period took place at the Dorchester Grove junction with the Hogarth Roundabout on the opposite side from Church Street. We have asked TfL to confirm if this means that there have been no serious injuries to motorcyclists near the Church Street and A316 junctions since July 2020. Furthermore, the data released also confirmed that none of the collisions which resulted in serious injury over the four years covered by the data was at the Church Street or A316 junctions. While apologising for the error, TfL says that Hogarth roundabout is in the top 10 per cent of junctions in London in terms of road safety risk adding, “It also remains the case that there is an urgent need to address this risk with changes to the roundabout. “ We have asked TfL for more details on how road safety risk is calculated in this instance.
As a result of the error TfL is extending the closing date for responses to the consultation by one week, to 12 September 2024. Graham Clifton, Chairman of the Old Chiswick Protection Society, " There are inconsistencies in the official data from TfL on the number of accidents on the roundabout and it is clearly concerning. "We note that the latest revision by TfL has reduced the frequency from 27 to 21 accidents over the past four years, including several on the north side at the Dorchester Grove junction. The original FOIA data we requested from TfL showed that of three serious accidents over four years 2020-2024, two were at that junction, the other at the entrance to Hogarth Lane (A4). "None have been recorded near the Church Street junction which is threatened with closure and an impractical diversion. " You can find out about the proposals and have your say by visiting this link.
