"Hogarth Effect" hits local schools Decline
in results not felt to reflect a fall in standards After
several years of straight-line improvements, many Chiswick primary schools saw
a deterioration in test results in 2002. The previous year every school in Chiswick
had been comfortably ahead of the national average but this year many saw a sharp
fall in results. The
fall in pass rates is widely felt, not to be a deterioration in standards, but
a result of the assimilation of children from the failed Hogarth School which
had to close last year following an unfavourable inspection report. A
local school governor commented, "The Hogarth children who have come to us
have generally integrated well and made a positive contribution to the school
but they were a long way behind academically. They have made huge progress but
in many cases there was too much catching up to be done." One
local head teacher said, "I would caution parents against paying too much
attention to local league tables for the next few years. They take no account
of the special factors that apply in this case. Chiswick remains blessed with
a group of primary schools which are without exception excellent." Key

closure of the Hogarth school the William Hogarth School was opened on the same
site and has since flourished under Headteacher Cathy Driscoll. Key
