Existing camera repurposed to issue fines for breaches
It has now been confirmed that camera enforcement of the access restrictions on Turnham Green Terrace is now active. Since the signs were put in place for the ban on through traffic it has been widely ignored. Motor vehicles other than buses are not supposed to use the road other than to load and unload. In an email to Cllr Jo Biddolph, Mark Frost, Assistant Director Transport, Parking & Environmental Strategy at Hounslow Council, confirmed that an existing camera is being used. Some local traders say they have also been notified that camera enforcement has begun. It is not specified which camera is being used. There are two cameras which monitor traffic on Turnham Green Terrace, one to the south of the railway bridge and one outside Barclays Bank on Chiswick High Road. It is believed that the camera being used is not using Automatic Number Plate Recognition but that the video footage is being reviewed to see if a contravention has occurred. Mr Frost has told councillors that if a PCN is challenged the video footage can be reviewed to confirm a contravention has taken place. Local councillors were first alerted to the issuing of tickets on this basis when residents contacted them to say that they had been given a penalty charge notices(PCNs) and that the evidence provided indicated the photo had been taken from an elevated position rather than a van parked on the street. One local resident who received a fine contacted us to say, "I have driven along Turnham Green Terrace for years and was completely unaware of the new rules. Other cars were driving along as normal just as before and I never saw any signs. Later, I checked on foot and did find them but when you are in a car on a familiar road your attention is on pedestrians and other vehicles." The restrictions allow for a vehicle to be driven along Turnham Green Terrace and parked in a loading bay for 20 minutes to load or unload only. It is not permitted to use the shops during this time.
Some shop owners on Turnham Green Terrace say the access restrictions along with the reduction in the number of parking spaces has had a severe impact on their trade above and beyond that caused by Covid-19. They are urging their customers to respond to Hounslow Council's Streetspace consultation giving their views.
