Council Defends 'Safe and Secure' JC Decaux Ad Display

Residents living near Turnham Green are voicing concerns about the impact of plans to install digital displays on bus stops nearby.

Multinational advertising company JC Decaux have submitted two planning applications for the stops on the south side of the street right next to the green open space.

One of the stops is directly opposite Caffe Nero (P/2022/3694) and the other is opposite 408-418 Chiswick High Road (P/2022/3694) where the Empire House building is currently being redeveloped.

The proposed advertising display will comprise a double-sided digital display unit at one end of the bus shelter. The display will not include video footage but will rotate between different ads on screen that will be 2.3 metres high and 1.3 metres wide and will operate for 24 hours.

Concerns have been raised that glare from the displays will be visible from across Turnham Green harming the environment of the park. The bus stops are within the Turnham Green Conservation Area and a document issued by the council about the area highlighted one of the threats to it as “Harm to visual amenity arising from pressure for inappropriate advertisement hoardings, including those located outside the conservation area.”

Rebecca Frayn of The Friends of Turnham Green said that the group was planning to poll its members about the proposals.

Approval has been given to similar display hoardings at bus stops on the other side of the street which are also within the conservation area. Hounslow Council has a close relationship with JC Decaux, which is a major employer within the borough, and advertisements for the council and council owned businesses often appear on JC Decaux digital display boards. Controversially approval was given for a display monolith nearby which objectors said didn’t match the designs submitted with the application and obstructed the pavement.
