A planning application has been submitted to build a 25 storey tower block on Bollo Lane next to Chiswick Business Park.

It is to be the first phase of a massive development by TfL which will run as far as Acton Town station and result in the creation of 852 new housing units.

The landmark tower at the Chiswick end of the development will be next to the 14 storey high Pocket Living tower which was completed last year. It will contain 195 flats which will be 97 one bedroom, 80 two bedroom and 18 three bedroom.

Site 3a on which the tower is situated has an area of of 4159 sq.m, which will include on completion 19539 sq.m GEA for residential use and 542 sq.m GEA of flexible business floor space.

TfL has submitted a hybrid application to Ealing Council which has detailed plans for Bollo Brook House (site 3a) and New Bollo House adjacent to Acton Town station (site 1a) which will serve as accommodation for London Underground staff. At the same time outline permission is sought for a line of eight more tower blocks up to 18 storeys high between these two buildings.

There will be some space at the base of Bollo Brook House which will be available for commercial use possibly shared office space. It will also mark the start of a colonnade which will link the buildings in the development with a walkway on top which will be planted with trees and on which there will be a pergola. Retail units and workshops will be situated in the arches under the colonnade.

The name was chosen because of the way the underground waterway, the Bollo Brook, is said to link Chiswick with Acton. It flows under Bollo Lane and Turnham Green going into the Thames downstream of Barnes Bridge.

TfL say that half of the units in the development will be classed as affordable and there will be no parking spaces for residents other than a limited number of disabled bays. A new access road will be created between the line of buildings and the train line that runs the length of the development which TfL say will reduce the amount of traffic on Bollo Lane. A footpath is to be created running the length of Bollo Lane.

There are a series of themed gardens and playgrounds planned for the spaces between the tower blocks to which there will be public access.

TfL say that their pre-submission consultation involved 10,000s of people and including local residents, businesses and stakeholders, over two distinct stages. They say that based on over 400 items of feedback more people support the scheme than oppose it and where specific issues of concern were raised, these have been addressed in the Design and Access Statement submitted along with the planning application.

They have released a video with the architects who designed the scheme explaining the concepts behind it.

TfL say they hope the application will be considered by Ealing Council’s planning committee this September and given approval in time for construction to start in Spring 2021. TfL are planning phased construction over five years with work beginning at each end of the site and working towards the middle.
