Hounslow Council has started a major programme of converting parking bays in Chiswick into dedicated spaces for electric vehicles.
Ultimately close to 400 bays across the area will be restricted for use only by motorists charging their vehicles.
The initial phase will see 195 bays across three Chiswick wards converted. These will be the spaces next to chargers built into lampposts. The changes to bay markings are taking place across the borough but 75% of the newly designated bays will be in Chiswick in the initial phase.
The changes are being enabled under an Experimental Traffic Management Order (ETMO) which will start a trial period of 6-18 months after which the impact of the changes will be assessed.
Most of the bays being introduced in the first phase will be in Controlled Parking Zones (see below for full list) and, during the hours of operation of the zone, only resident permit holders will be allowed to charge their vehicle.
Any vehicle parked in a bay but not charging including EVs will be liable to receive a penalty charge notice. We asked the council for clarification of how much leeway a motorist would be given once their vehicle was fully charged but they were unable to provide an answer.
The report recommended that the scheme proceed states that the income target for the scheme £200,000 per annum which would come from revenue share with the chargepoint providers. No mention is made of any projection of income from fines. The cost of installation is put at £71,000 and the surplus generated will fund two new council officers to work on the borough's EV strategy.
The council says that the lack of dedicated bays next to chargepoints means that EV owners are saying that they can't get access to charge their vehicle.
Work started to convert bays on 18 March and several bays have already been repurposed. Prior to these works starting, the council will be placing cones at locations where the bays are to be marked and installing temporary signage to identify that the parking provision is suspended whilst the works take place. Due to the limited amount of road markings required, it is anticipated that these works will be completed relatively quickly although the works are reliant on dry weather/road surface and coned areas being clear of vehicles.

The council is planning to roll out an additional 1,000 chargepoints across the borough with many to be installed before the end of summer. The objective is to ensure that anyone without access to off-street parking is within one minute walk of a chargepoint. By spring 2026 the target is to reduce this further to just 30 seconds with 395 dedicated bays next to lampposts plus 39 fast charging points and two charging hubs in Chiswick wards. The council was unable to say what proportion of the total number of bays this represented.
When asked why such a high proportion of the bays being installed in the first phase were in Chiswick a council spokesperson said, "The majority of the bays are located in Chiswick as that is where demand has traditionally been the highest.
"Additionally, access to off-street parking is lowest in the east of the borough, leading to a higher reliance upon on-street charge points. This means we would expect more on-street charge points in the east.
"However, we have stopped using a request-led approach, to create a more even spread across the borough."
The plan appears to have cross party support Leader of the Opposition, Peter Thompson said, "Electric Vehicles improve air quality and reduce greenhouse gas emissions. More charging points are needed to give consumers and businesses the confidence to purchase them. Current Council charging points in lamp posts are often inaccessible as any vehicle can park in front of them.
"Creating dedicated parking bays in front of these charging points therefore makes sense and as the vast majority of these are located in Chiswick we are getting the lion’s share. Of course, this does result in a loss of parking spaces for petrol and diesel vehicles and the Council needs to monitor this carefully during the six-month trial period.
For the Chiswick Riverside ward, there are a total of 67 dedicated EV bay locations proposed. All bays are proposed on the carriageway.
