Starbones Ltd, the company behind plans to build a 32-storey tower near Chiswick Roundabout, is making an appeal against Hounslow Council’s refusal of its planning application.

The borough’s planning committee unanimously voted to refuse permission in January of this year. A report by the planning officers concluded that the plan would cause ‘substantial harm.’ They recommended rejection due to the impact that the building would have on a number of local heritage sites particularly Kew Gardens. It also said that the large structure would be "at odds with the wider urban and historic character of the area" and criticised the design saying it was not of the highest quality.

The Council's planning department have now been informed by the Government’s Planning Inspectorate of the appeal and the resulting public inquiry. The date or the length of the inquiry has yet to be confirmed but any submissions have to be made by 19 September.

The developer had already confirmed that they were appealing against refusal of an application to build three large digital advertising hoardings at the site. The appeal against the main building is reference APP/F5540/W/17/3180962 and that should be quoted in any correspondence.

Councillor Steve Curran, Leader of Hounslow Council, said, “We can confirm that the developers have submitted an appeal against the counci’ls refusal of planning permission for the 32-storey tower. They have asked for a public inquiry to be held over three to four weeks. Letters will be sent out to notify residents of the inquiry procedure.

“The Council is currently waiting for a date to be confirmed by the Planning Inspectorate, but this is not expected to be before March 2018.”
