Value of Turnham Green Terrace Fines Approaching a Million
Over 7,000 PCNs issued so far for breaches of access restrictions

The number of fines issued to drivers on Turnham Green Terrace has continued to rise with the total value now issued approaching one million pounds.
More than 3,000 more Penalty Charge Notices (PCNs) have been handed out so far this month to 20 October bringing the total for this road to 7,281 since camera enforcement began.
According to figures obtained by Cllr John Todd, of the PCNs issued to that date, 2,983 have already been paid and 859 cancelled with others in the system at a variety of stages in the process.
On Devonshire Road only 67 PCNs have been issued of which 25 have been paid and 10 cancelled.
The full tariff value of the PCNs issued is over £900,000 but because of early payment and the cancellation of some fines, the council will have brought in much less than this sum at his point.
The council has now confirmed that enforcement did not commence until 18 August. There was no grace period in which warnings were issued as opposed to fines being given out immediately, an approach taken by other local authorities.
One motorist reportedly has collected 20 PCNs since enforcement began.
When asked when the restrictions are enforced officers told Cllr Todd that the camera is an ‘attended camera’ and enforcement can take place at any time.
It is not known on what grounds PCNs has been cancelled. Cllr Todd asked council officers if there has been any guidance on which appeals should be allowed. They said, “There was no policy document issued by the Lead Member, however we are dealing with careful consideration any representations submitted by motorists who contest their PCNs.”
When Cllr Todd asked about whether or not the signage has been inspected to insure regulatory/legislative compliance the officers said that the installed identifying the motor vehicle prohibition (and exemptions) are in accordance with the Traffic Signs Regulations and General Directions 2016.
The signs are not internally or externally lit but officers say that the Traffic Signs Regulations and General Directions 2016, does not require illumination because the speed limit at the site is 20mph.

With the closure of Acton Lane northbound due to emergency work by Thames Water, a diversion route has been signed indicating motorists should drive up Turnham Green Terrace. We have asked Hounslow Council if they have suspended enforcement of the restrictions while this diversion is in place but they have not yet responded.
A petition against the access restriction on Turnham Green Terrace and Fisher's Lane has over 7,000 signatures.
A web site has been set up offering anyone fined advice on how to make an appeal.
