Four storey homes to be built in large garden on Hartington Road
An application has been submitted to build five new riverside houses on the Thames next to Chiswick Staithe. The development would take place in what is currently the garden of 17 Hartington Road which is also part of the application. The four storey four bedroom houses would be in a terrace in continuation of the existing line of similar properties on Chiswick Staithe. The garden belonging to number 17 is in a L shape stretching down to the river including the area in front of number 19. The owners of the houses on Hartington Road were previously given the option to acquire the riverside plots but the owners of number 19 chose not to do so thus creating one of the largest gardens in Chiswick when their plot was acquired by number 17. The plan for 17 Hartington Road is to demolish some modern extensions and a garage and erect a new two storey rear extension. The house is locally listed and situated in the Grove Park Conservation Area. It was constructed in 1890 as part of a row of similar properties demolished to make way for the Chiswick Staithe development in 1964. The Victorian house is currently split into apartments. The applicants say it is a moderate to poor state and they intend to remodelled it for single occupancy.
Fulham based architects Residence One who drew up the designs say they have carried out a letter drop to all neighbouring proper ties, notifying them of the proposed submission.
The site is bound by boundaries with no. 19 and 21 Hartington Road to the north, the River Thames to the west, and the private Chiswick Staithe Estate to the south, from which there will be no right of access. The only point of entry into the site would be via the existing entrance along Hartington Road and an access road would be created with the houses having car ports on the side of the house facing away from the river. Local objectors say that the proposals destroy the identity of the historic house on Hartington Road which should benefit from a large garden sweeping down to the Thames. The site would have allowed an extra riverside dwelling beyond number 19. The designs submitted have been described as very narrow and undistinguished for such an important riverside site. It is also claimed that the proposed decks hang over the river beyond the boundary and provide no access for boating or foreshore walking. Some well-established trees will be removed as part of the development and replaced with saplings. No additional access to the riverside will be granted to the general public despite a Thames Landscape Strategy requirement that this be added to new developments on the Thames Path. There is also a suggestion that the site was sold subject to planning permission being granted. The aerial image shows the length of the garden to the river and proximity with Chiswick Staithe Concerns have also been raised about such a significant development being considered for approval during lockdown. There is a statutory requirement for such applications to be advertised in a newspaper but the publication used by Hounslow Council is not circulating in the area of the development at the moment.
