Hounslow Council has now discovered it did have the right to issue 700 parking tickets to motorists in Chiswick House car-park and that correct parking enforcement was in place between May 2013 and March 2015.

This overturns previous advice to motorists who received PCNs for parking during that time period, that they were entitled to reimbursement of their money. A total of £12,000 was recovered by the Council in PCNS.

Only twenty-one penalty charge notices out of an estimated 700 had been reimbursed by Hounslow Council -the Council says those people will not be expected to give the reimbursed money back to them.

Hounslow Council has told chiswickw4.com that it will clarify the situation on Monday but from now on, people should not make claims to have their PCN fines refunded.

The onus had been on the motorists to contact the Council which said that due to Data Protection, it could not go to the DVLA for details to make contact with the motorists concerned.

The original decision to reimburse was made when the council discovered, that due to "an administrative error", enforcement powers were not passed to Chiswick House Trust when they were granted a lease for the car park at that time .All parking enforcement undertaken by Hounslow Council at Chiswick House Trust stopped from 4 March.

It now appears that is not in fact the case, due to new information having come to light.

Operational management of the car park has been transferred to Chiswick House Trust.

Car park charges were introduced on Dec 3rd 2012 .The parking pay and display fees are from 50p for 30 mins (minimum charge) then two hourly rates up to £15 for all day parking.
